Future in action: LATU launches its 2030 strategy

In 2025, LATU renewed its leadership and defined its 2025–2030 strategy. The new phase is built on four pillars to strengthen institutional autonomy, consolidate organizational culture, be a model in innovation, enhance efficiency, and communicate its value.

The new Board

At the beginning of 2025, Lucila Arboleya took office as president of LATU and of Latitud, its research, development and innovation (R&D&I) foundation. She is an economist with a Master in Public Administration in International Development from Harvard Kennedy School, and experience in the public and private sectors focused on energy and emerging markets.

Also joining the Board, representing Banco República, is Rossanna González, a political scientist with a master’s degree in Political Science, with broad experience mainstreaming policies from a sustainable human development perspective and in the design, implementation and evaluation of public policies, programs and sectoral investment funds.

Representing the Chamber of Industries of Uruguay, Gabriel Murara and Andrés Castiglioni continued in their roles.

Strategy 2025–2030

This year, LATU designed its new strategic plan through a process that began in June with management-level work sessions and later expanded across LATU, Latitud, Espacio Ciencia and Ingenio, with both direct and indirect participation.

In December, the process concluded with a presentation to the entire team at the Innovation Park Auditorium, paving the way for implementation in 2026.

The strategy is organized around four pillars:

Strengthen our autonomy and make it sustainable

  • Significantly increase the share of own-source revenues.
  • Develop a robust commercial strategy.
  • Know and understand our clients to optimize our offering.

Drive innovation and technology transfer with a triple‑impact lens

  • Be the benchmark in applied R&D&I for the productive–industrial sector.
  • Gain recognition in more strategic markets for exporters.

Deliver excellence with greater efficiency and communication

  • Optimize processes, technology and structure to be more efficient.
  • Communicate impact and actions effectively to all stakeholders.

Develop the team and culture to build the future

  • Build a competent and committed team.
  • Align organizational culture with the 2030 strategy.
  • Develop new leaders to shape the future.

The presentation reviewed the phases of the process and highlighted milestones of institutional transformation in LATU’s and Latitud’s history—such as the creation of the Fray Bentos Unit and the founding of Latitud—which illustrate the organization’s ability to anticipate, explore new areas and prepare for future challenges.

New general manager

The strategy will also be implemented by the new general manager, Chemical Engineer Jorge Cernadas, who joined the team on December 15.

With more than 30 years of international experience in the technology and energy sectors, he has led operations, strategy and business development in Latin America, Europe and the Middle East. His career includes senior leadership roles in multinational companies and the management of multidisciplinary teams focused on operational efficiency, technological innovation and sustainability.

Over the last decade, he has driven strategic projects linked to the energy transition in Uruguay, Mexico, Chile, Colombia and Brazil, building a global leadership profile with local execution capacity. His focus on integrating strategy, innovation and results to generate sustainable growth will help strengthen LATU’s institutional development and its positioning nationally and internationally.
